Reagan and Bush started the war on the poor. Some of Clinton's policies did help the poor but not as much as they were hurting by Reagan and Bush I. Now, Bush II has run them over with a lawnmower. And truth be told, it has been happening over past 3 decades. Reagan and Clinton have just as much blame as the current administration.
